Texts grow with your users
Verification and approval texts used to have fixed numbers, inside a 300-an-hour ceiling every developer shared. An approved application in production now gets an hourly allowance that grows on its own as you verify people, under one Layout-wide ceiling that is much higher.
Your hour grows with verified people
Verification texts and approval texts count together, per developer account, over a rolling hour: 30 an hour, plus one for every 20 people you have verified, up to 1,000. Your daily room on each grows by the same factor, from 6,000 up to 24,000. A verified person is someone on any of your applications in production who read your code back to you, signed up with the number you provisioned, or approved your application, and has not disconnected it. One Layout-wide ceiling
Layout sends at most 2,000 verification and approval texts an hour across every developer, together, and no developer account can use more than half of it. Across every approved developer, each of verification and approval texts allows 48,000 a day.
See it in GET /v1/usage
rates lists texts with scope: "developer": your hourly number, the verifiedPeople it grew from, the max it grows to, and next, the verified people at which it grows again. texts_platform is Layout's 2,000.
When your hour or Layout's is reached, verify/start answers 429 rate_limited with Retry-After and error.limit, which now carries "period": "hour" on an hourly ceiling. Without period, a limit is per day, as before.
Breaking changes
In GET /v1/usage rates, verification_texts_platform and approval_texts_platform are replaced by texts_platform, and texts is new. A new approved application starts at 30 texts an hour rather than 250 verification starts an hour; it passes 250 at 4,400 verified people. Nothing else changes shape.
